Standard Conditions for the Steel Industry
In order to further implement the deployment of the National Conference on Promoting New Industrialization and promote high-quality development of the steel industry, the Ministry of Industry and Information Technology recently issued the "Standard Conditions for the Steel Industry (2025 Edition)"

Compared with the revised regulatory conditions in 2015, the new version of the regulatory conditions has the following aspects that deserve attention:
One is to pay more attention to the high-quality development of the steel industry. The new version of the standard emphasizes the shift from scale expansion to quality and efficiency improvement. Through measures such as graded evaluation, low carbonization, intelligence, and mergers and acquisitions, it promotes the development of the steel industry towards high-end, intelligent, green, efficient, safe, and distinctive directions, aiming to enhance the overall competitiveness and sustainable development capabilities of the industry.

Secondly, there are stricter requirements for environmental protection and energy efficiency. The new version of the regulatory requirements requires enterprises to complete the full process ultra-low emission transformation and publicize it before 2026. It also includes a requirement for the energy efficiency indicators of the main production processes to reach the benchmark level by the end of 2025, and encourages the achievement of energy efficiency "benchmark level" through energy-saving technology transformation.
The third is to put forward clear requirements for the intelligent transformation and digital transformation of industry enterprises. The new version of the standard specifies that enterprises need to implement the "Implementation Guidelines for Digital Transformation of the Steel Industry", conduct maturity assessments of intelligent manufacturing capabilities, create smart factories, and participate in the development of industry digital transformation standards.
